Problem enzymes attack:
Water is constantly absorbing organic material from its environment. In a swimming pool you can encounter the normal body oils and hair products along with sunscreen, suntan lotion and a host of things due to the pool being exposed to the outdoors, uncovered most of the time.

Enzyme products, such as Natural Clear , Spa Perfect or Pool Perfect have a positively charged ion to help attract oils, organic particles and by-products (negatively charged) we introduce into the water when we swim. The enzyme products bond to these organic particles and dissolve them, thereby allowing the filter to remove them.
In a hot tub you are dealing with a smaller body of water so the organic particles can be more concentrated. The hotter temperatures of the hot tub water verses pool water also increases the problem. Natural Clear and Spa Perfect do the trick to help keep the water clear and sparkling.
